Yeah, I think a tutorial that steps you through using each instruction would be super helpful so the player can get the feel for how each one works in practice. If a tutorial feels too cumbersome, maybe having more puzzles that start really simple, like 2 instructions even if that doesn't make sense in real life, then increase in complexity as the player gains experience using each instruction. We'll follow the game page so we can see any updates you put out, since it feels like it could be a really neat game with even just a little refinement beyond a game jam scope.
